Hooper Avenue Closures Continue in Downtown Toms River as Justice Complex Work Advances

Drivers heading through downtown Toms River on Saturdays are facing another round of traffic changes as Ocean County continues work tied to the Justice Complex Annex and pedestrian skywalk project. Ocean County’s commuter alert page says Hooper Avenue between Washington Street and Madison Avenue is subject to lane closures, reduced speeds, and Saturday road closures tied to the project. The county’s separate public news notice says the remaining Saturday closure window runs from 7 a.m. to 3:30 p.m. on April 11, April 18, April 25, and May 2.

For downtown businesses, courthouse visitors, and weekend traffic passing through the county seat, the repeated closure is more than a one-day inconvenience. Hooper Avenue is one of the main corridors through central Toms River, and even short-term closures can redirect traffic onto surrounding local streets. The county said detours will be in place during work hours and urged pedestrians to avoid the area when possible or use caution if travel near the construction zone is necessary.

The traffic impacts are tied to a larger county capital project that has been underway since last year. Ocean County said in a prior project update that the Justice Complex Annex is rising on Hooper Avenue near Madison Avenue and is part of a broader effort to expand and modernize court-related facilities. The latest commuter notice adds another detail for local residents: this phase includes work connected to the pedestrian skywalk upgrade, which helps explain why both drivers and people on foot are being warned about the area.

For residents, the practical takeaway is straightforward. Anyone planning errands, weekend events, or courthouse business in downtown Toms River over the next month should expect changing traffic patterns, delays, and detours during the posted closure hours. With multiple Saturdays still on the schedule, the county’s message is that this is not a one-week disruption but an ongoing construction pattern that drivers will need to plan around.
